<p>There are some new exciting developments afoot at Eagle!</p>
<p>First, we&#8217;d like to welcome back an old employee of Eagle, Mr. Michael Engle. Michael worked as a licensed <a title="Atlanta Private investigator" href="http://www.eaglepiservices.com/divorce.htm">surveillance investigator</a> at Eagle starting back in 2004 and proved his prowess as a competent and creative investigator. Life took him on trip to the Gulf Coast area of Florida and Michael has been settled there for the past few years, working as an investigator and honing his already sharp skills.</p>
<p>We&#8217;ve always kept in touch with Michael &#8211; we love to see our investigators move on and become successful. Last year after watching our <a href="http://www.youtube.com/eaglepiserv">YouTube channel</a>, Michael contacted us again. This time he was concerned. He told us about the level of professionalism (or more appropriately, the lack of) of private investigation companies in the Gulf Coast area. After sharing some horror stories with us, we decided it was time to bring some of the Eagle magic to the Gulf Coast area.</p>
<p>And so, Eagle&#8217;s <a title="Mobile Private investigator" href="http://www.eaglepiservices.com/alabama_private_investigator/">Mobile, Alabama private investigation</a> office was launched with Michael at the helm.  You can visit the Mobile Eagle site <a href="http://www.eaglepiservices.com/alabama_private_investigator/">here</a>.</p>
<p>Not long afterwards, Michael noticed an alarming similar trend in Biloxi. There were just no decent, ethical <a title="Biloxi Private Investigator" href="http://www.eaglepiservices.com/mississippi_private_investigator/">private investigation companies in Biloxi, MS</a>. A quick chat with a few of the local prominent attorneys in the area confirmed this to be true. And so Eagle&#8217;s <a title="Biloxi Private Detective" href="http://www.eaglepiservices.com/mississippi_private_investigator/">Biloxi, Mississippi  private detective</a> office was born.</p>
<p>Michael had lived in the Pensacola area pretty much since moving to the Gulf Coast. Eagle checked it&#8217;s <a href="http://www.eagleclients.com">client</a> base and found that quite a number of our already established Florida Clients were located right in the Gulf Coast! So, we opened our Destin, Florida office after we received notice of our licensing approval from <a href="http://licgweb.doacs.state.fl.us/index.html">The Florida Department of Agriculture and Consumer Services</a>. They issued us our license number A 1000284 and it can be verified <a href="http://licgweb.doacs.state.fl.us/access/agency.html">here</a>.</p>
<p>So, exciting times at Eagle! We&#8217;re thrilled to be in the Gulf Coast and the response thus far has been nothing short of overwhelmingly favorable.</p>
<p>In the next post we&#8217;ll list all of the contact information for each office so you&#8217;ll have all the phone numbers etc as a handy reference.</p>

<p><span>Think of how many emails get transmitted daily. The multiply that by the number of employees in a company, then multiply that by the myriad of different types of file formats, applications, hardware configurations and then you start to get an idea of the leviathan that is ediscovery. </span></p>
<p><span> Often, the old saying &#8220;trying to find a needle in a haystack&#8221; becomes a harsh reality for a computer forensics examiner. This used to cost litigants vast sums of money because it often required teams of people sifting through massive amounts of paperwork. Technology helps, but it can only go so far to determine the importance of a particular piece of data. </span>And it&#8217;s not just email messages, every single document &#8211; regardless of its origin is subject to discovery and thus subject to being examined and searched. This also holds true for voicemail messages. When litigation begins  everything is fair game.</p>

Go to a few community colleges&#8217; website&#8217;s and see if they have their fall<br />
catalogs online now. They should be out by now. Under &#8220;Administration of<br />
Justice&#8221; look for some court management classes. There are also some police<br />
report writing classes. If you write reports for your clients, these classes<br />
are an absolute must. I learned stuff I never even thought I would need to<br />
know. You could also look into a certificate program. For the cert you don&#8217;t<br />
need to take all the electives &#8211; like english, math, physical ed, etc.<br />
However, those classes do enhance whatever your major is. Good luck &amp; have<br />
fun.</p>

<p>i&#8217;ve been thinking about attending paralegal training, but don&#8217;t know if i<br />
want to commit to a degree program that is offered a the local community<br />
college. does anyone have any experience with shorter training courses and do<br />
you recommend them vs the degree centered program.</p>

<p>Reverse Mortgage Schemes Targeting Elderly Borrowers</p>
<p>If your PI practice involves fraud or elder abuse investigations &#8212; than<br />
this e-mail should be of interest to you.</p>
<p>I have summarized a detailed report concerning &#8220;reverse mortgage&#8221; schemes<br />
that are occurring in many jurisdictions. With the barrage of stupid ads on<br />
TV and radio about the &#8220;features and benefits&#8221; of reverse mortgages and all<br />
of the scum-bags taking advantage of older home owners &#8212; I think that<br />
understanding how this scheme/s is deployed is critical to stopping it dead<br />
in its tracks and getting law enforcement and banking authorities involved<br />
early. Please get this information out to anyone who might be vulnerable to<br />
&#8220;reverse mortgage&#8221; scams or to those who might be watching over older home<br />
owners. Don&#8217;t think this scheme can&#8217;t happen to you or anyone you might know<br />
&#8211; it is a very slick robbery disguised as an &#8220;opportunity of a life time&#8221;.</p>
<p>*Details of the Schemes: *</p>
<p>A <a href="http://www.georgiaprivatedetective.com ">Georgia based company</a> specializing in reverse mortgages utilized private<br />
investors to purchase foreclosed property in distressed Atlanta<br />
neighborhoods. The subjects targeted senior citizens who were renting a<br />
residence or apartment and convinced them to purchase real estate with no<br />
money down. The loan was based on an over-valued appraisal of the property,<br />
which falsely represented equity in the home. The senior citizens were<br />
promised up to 60% of their equity as a line of credit, along with cash back<br />
at closing. The HECM proceeds were disguised as construction liens or<br />
private loans in order to guarantee that proceeds revert back to the<br />
mortgage company. The elderly person was instructed to change all personal<br />
identification to reflect the address of the newly acquired property.</p>
<p>&#8211; The seniors attended two real estate closings; the first closing allowed<br />
the seniors to acquire ownership of the property with a fraudulent one-year<br />
mortgage. The seniors were required to sign a quit claim deed at the first<br />
closing; however, the deed was not filed unless the senior borrower did not<br />
qualify for the loan or backed out of the arrangement. In that case, the<br />
property reverted back to the seller or investor.</p>
<p>&#8211; The senior typically moved into the residence after the first closing and<br />
was asked to pay rent, even though they owned the property at this point.</p>
<p>&#8211; If the senior borrower qualified for the HECM loan, he or she attended<br />
the second closing, usually after living in the property for one month.</p>
<p>&#8211; The second closing typically included an over-valued appraisal of the<br />
property where the senior obtained a HECM loan for 60% of the fraudulently<br />
appraised value.</p>
<p>&#8211; The proceeds of the HECM loan were usually just enough to pay off the<br />
investors’ lien or liens on the property.</p>
<p>&#8211; The senior owners could not afford property taxes, insurance, and<br />
maintenance, and were left with an over-appraised, dilapidated home in need<br />
of major repairs.</p>
<p>&#8211; The properties eventually went into foreclosure resulting in large losses<br />
to the lenders, which were passed on to HUD.</p>
<p>In another scheme, a subject employed at a real estate company posed as the<br />
elderly victim’s granddaughter and interacted with bank loan officers to<br />
secure a reverse mortgage loan. The mortgage application with the fraudulent<br />
appraisal was submitted to the bank and subsequently rejected because the<br />
value of the property was significantly less than the fraudulently appraised<br />
value.</p>
<p>*Background – Home Equity Conversion Mortgage*</p>
<p>A Home Equity Conversion Mortgage (HECM) is a reverse mortgage, which allows<br />
an individual to withdraw funds from a fixed loan providing homeowners with<br />
cash based on the equity in their homes. The Department of Housing and Urban<br />
Development (HUD) developed the following requirements to qualify for<br />
reverse mortgages:</p>
<p>The borrower must be 62 years or older</p>
<p>&#8211; The borrower must own the home or have a small mortgage balance<br />
&#8211; The borrower must occupy the property as his or her principal residence<br />
&#8211; The borrower must not be delinquent on any federal debt<br />
&#8211; The borrower must participate in a consumer information session given by<br />

a mandatory 6,000 hour apprenticeship, DOJ background investigation and<br />
passage of the state licensing test. Myself, like over 99% of the state=s<br />
9,991 active licensees, remain free of any discipline complaints and/or<br />
actions. California=s private investigators enjoy the best discipline<br />
record of all thirty-plus professions under the Department of Consumer<br />
Affairs. The sky isn=t falling and SB202 is not our savior. Last year you<br />
wisely vetoed SB1282, SB202&#8242;s predecessor.</p>
<p>Although strongly opposed to SB202, as is our industry, we clearly support<br />
professional continuing education. The most current and reliable statistics<br />
indicate that at least 75% of the state=s licensees oppose SB202, yet you<br />
will find 90% or more who favor and already submit to voluntary continuing<br />
education. The absolute end-result is that there is no measurable evidence<br />
of harm to California consumers by licensed California Private<br />
Investigators. The overwhelming references of harm provided by the bill=s<br />
author and sponsor cite unregulated and out-of-state information brokers and<br />
investigators, not licensed California Private Investigators.</p>
<p>SB202 is not designed to correct any articulated problem and has too many<br />
loopholes that exempt approximately 90,000 investigators who perform the<br />
exact same duties but who are not regulated by the Bureau of Investigative<br />
and Security Services, (BISS). This unfairly punishes 9,991 of the state=s<br />
licensees and does nothing to bridle unregulated data brokers and unlicensed<br />
investigators who do harm California=s consumers.</p>
<p>Both our current state and national economies are causing out-of-control<br />
unlicensed practitioners to harm consumers. Please, first things first in<br />
this failing economy before mistakenly mandating an entire industry. SB202<br />
in not a priority for California.</p>

<h4>Getting business in a poor economy</h4>
<p>I had a lot of responce to this post. Thank you all very much. Just to pass on a little info. It seems most say thumbs down to radio advertising and business is bad across the country for most. Some seem to be doing quite well but that is probably the exception rather than the norm.<br />
This is an exceptional group and I thank you all again.</p>
<h4>Re: [calimembers] Phone Information</h4>
<p>The abbreviation IPP stands for Independent Payphone Provider.</p>
<p>This is probably a payphone. The number could have previously been<br />
listed to the residence, and now a payphone. Or, it&#8217;s a payphone<br />
inside a residential group home, domestic violence shelter, etc. Or,<br />
someone made a mistake while entering their phone number on a credit<br />
app and was mistakenly linked to this phone number.</p>
<p>Call any payphone that does not accept incoming calls, and you get a<br />
fax-like tone. This is so the payphone provider can remotely connect<br />
to the unit for diagnostics, statistics, etc.</p>
<p>If you want to be sure it&#8217;s a payphone number, try to send a fax to<br />
the number and see if it&#8217;s successful. You could also hook up an old<br />
modem and see what data is being transmitted using that fax-like tone.</p>

<p>I ran a phone number through a couple of reputable databases and the phone came back as USA Paytel, IPP &#8211; Alternate Interface. Does anyone know what this means? I have an address that it came back to and it is a 4-bedroom home in Walnut Creek, CA. I called the number and received a fax tone.</p>
